Can SeeTest be called via command Line.

Right now this isn't possible.

Yes, you can call it via command line.

Here is an example on how to automate launching seeTest, adding a device dynamically from QC:
http://experitest.com/studio/help2/WebHelp/Call_SeeTest_from_QC.htm

Please note that in order to run tests from the testing framework you need to run seeTest along as well.
You can run it as a service as described in here:

You can invoke SeeTest from command prompt by following the link.
https://docs.experitest.com/display/public/SA/Running+As+A+Service

(if you will run the command without hide, SeeTest will launch with an UI)
